For everything else Imgur’s video-to-GIF tool would be ideal for videos from other sites as well.

Hulu has started a Tumblr site called “The Perfect GIF” that you can use to get GIFs from its TV show collection. Some examples of GIFs have been taken from Castle, Star Trek, Ugly Betty and Modern Family and so on and so forth. You can easily find the GIFs you like by using hashtags such as #fail, #gross and #LOL among several others. What it doesn’t have on offer are tools to add text to the images.
